Агенція регірнального розвитку Таврійського об`єднання територіальних громадThe NGO "Agency of Regional Development of the Tavria Association of Territorial Communities" (ARD TATC) is a team of specialists in regional development, strategic and economic planning, and project design and management.

MISSION:
Our mission is the sustainable economic development of the central Kherson region, for which we implement our own projects and help communities and business owners realize their goals.

MAIN OBJECTIVES:
– improvement of the region's investment climate and rating through the introduction of progressive technologies and methods in production and management
– active participation in strategic planning of the city economy and cooperation with the ATCs for the development of strategic documents and projects of local development
– assistance in the development of Small and Medium Enterprises (SMEs) and the protection of their interests
– implementation of programs that aid the development of local and regional self-governance in the region and promote democracy and civic activism


HISTORY:
The Tavria Association of Territorial Communities is an informal association created in 2008 for the purpose of joint economic development of the cities of Nova Kakhovka, Kakhovka, Tavriysk, Beryslav as well as the Kakhovka and Beryslav districts. Today our organization cooperates with more than 9 ATCs in the Kherson Oblast.

"ARD TATC" was established in 2012 to carry out the operational tasks of the Strategic Plan for increasing the competitiveness of the TATC. This Plan was developed in accordance with the economic and social development strategy of the Kherson Oblast. The competitive strategy for the Tavria sub-region was prepared by the TATC Strategic Development Committee with the assistance of a USAID specialist from the "City Economic Development" project, who provided methodological support as well as expert analysis of data and research results. At that time, the competitive strategy was created as a pilot project in Ukraine, and after its approval and implementation here, similar strategies were prepared for Central Luhansk sub-region, the North-Western sub-region, the Central Volyn sub-region, the Odessa metropolitan area, and other ATCs of Ukraine. Since 2008, the main aims of TATC have been the SME development, investment attraction, and tourism development.

PROJECT ACTIVITY:

From 2012 to 2018, ARD TATC implemented a number of projects aimed at achieving the objectives of the strategic plan:

  • International Investment Forum "Tavria Horizons"
  • Tavria Tourist Congress
  • Tavria Tourist Forum
  • Historic festival "Water for Life"
  • Festival of wine and contemporary art "Vinotavr"
  • Festival "Bereginya Tavria"
  • Exhibition of Ukranian manufacturers "Tavria Fair"

The Tavria Tourist Cluster was also created to consolidate the forces of entrepreneurs and authorities and create a unified system for attracting tourism investments for the region.

KEY PROJECTS:

2016

"Road Map for the Development of SMEs in Nova Kakhovka, Kakhovka, and the Kakhovka and Berislav districts" - A project to reduce regulatory barriers and improve the business environment. ARD TATC helped develop a framework and proposals for SME Development Programs for the communities. Part of the measures were adopted at city and district council sessions in 2016, while others were gradually implemented by ARD TATC and proposed for the Regional SME Development Program for 2019-2021. Done with the support of USAID LEV.

2017

The project "Development of SMEs of the Tavria region through support the improvement of youth entrepreneurship and information" (https://www.facebook.com/molodiPP/), under which the first Youth Forum was held, done with the support of USAID LEV.

The project "Advocacy of measures to promote the trade of entrepreneurs of the Kherson produce group" (https://www.facebook.com/ClubExporter/), the main achievement of which was the creation of a vegetable cooperative as well as improvement of their foreign trade capacity, done with the support of the Institute for Economic Research and Policy Consulting.

The creative project "Chornyanka-Futurum" (https://www.facebook.com/ChernjankaFut/), in which young artists from Poltava, Ternopil, Volhynia, Kyiv and Kherson regions created more than 60 paintings in an open-air series in historical places of Kakhovka and Berislav districts. The project aimed to popularize the historical and cultural heritage of David Burliuk and other creators of Ukrainian futurism in the village of Chornyanka, Kakhovka district. Done with the support of the British Council in Ukraine, the Kakhovka and Beryslav district administrations, and private enterprises.

2018

"Border of Europe" (www.facebook.com/kordonEU/was a project aimed at strengthening public support for the implementation of pro-European changes in Ukraine through education and civic engagement of the youth. For the project, educational events for youth, exchange trips, creative and environmental mini-projects, as well as a social entrepreneurship project were implemented. Financed by the Institute for Economic Research and Policy Consulting with the support of the European Union.

Profile and Strategy Development for Tavrychanka ATC – ARD TATC developed strategic plans that the community is now confidently pursuing with certain priorities, which has helped them to reach a new level of cooperation with donors.

Creative Space "Clever Club" (https://www.facebook.com/groups/Clever.Club.NK/) is an open platform created for the development of new creative projects of youth, support of social entrepreneurship in the Kherson region, and the provision of space for projects that develop the region.

PARTNERS:

In the past few years, our organization has had successful experience of cooperation with projects USAID LED, USAID LINK, USAID LEV, GIZ, GTZ, CIPE, and continue to actively cooperate with the Eastern Europe Foundation and the Institute for Economic Research and Policy Consulting. Since October 2015, we have worked with the British Council in Ukraine for the program "Active Citizens." Today, ARD TATC has trained more than 250 people from the Kherson and Mykolaiv regions, including officials and deputies of city and district councils, representatives of NGOs and initiative groups, active citizens, schoolchildren and students. Our priority areas of education are promoting social change and ensuring sustainable development through the ability to conduct conflict-free dialogue and to develop and implement social action projects in their communities.
