Recommendations for the development of micro, small and medium-sized businesses and the development of Ukrainian communities in an inclusive manner

The analytics of the document is based on a study conducted by a team of specialists from the NGO “Regional Development Agency of the Tavrian Association of Territorial Communities” (hereinafter referred to as the Agency or RDA TOTC) within the framework of the School of Changemakers 2.0 project within the International Trade Center project “Fostering the Economic Resilience of Communities Affected by War”, funded by the Government of Japan.

The basis of research and expert work

This project is a continuation of the Agency’s project and management activities in 2022-2023 in Cherkasy and Vinnytsia regions. Thus, in 2022, research, strategic and educational activities were conducted in 5 communities of Cherkasy region, according to the Agency’s own methodology, which combines in-depth interviews, questionnaires, strategizing and updating community visions in the war and post-war period, trainings on business planning, social entrepreneurship and non-violent communication. In 2022, the historical cultural heritage of central Ukraine – Trypillian settlements and the State Historical and Cultural Reserve “Trypillian Culture” located in the village of Lehedzyne, Talne community – was identified as an invaluable resource. Therefore, the organization took the idea of forming a concept of community development through the development of entrepreneurship, creative industries and tourism, for which they set themselves the goal of uniting communities and local entrepreneurs and business development organizations in a cluster structure and building cultural paths and new value chains (products) through Vinnytsia region to the origins of Trypillian culture in the village of Cucuteni in Romania. Thus, in 2023, the cluster initiative “In the ways of the Trypillian foremother” invited Vinnytsia region communities, business development organizations and local entrepreneurs to join the cluster initiative. In 2023, the Agency worked with the Yampil (bordering Moldova), Studena (bordering Transnistria), Tomashpil, Tulchyn and Bratslav communities of Vinnytsia region, where, with the support of the International Trade Center, they also conducted research and statistical and educational activities based on the author’s methodology for the development of territories and human potential. In January 2023, the partnership member communities registered the Local Association of Local Governments “Cluster ‘In the ways of the Trypillian foremother’ (hereinafter referred to as the Local Association of Local Governments ‘Cluster ’In the ways of the Trypillian foremother” or the Cluster), where the chairman is Iryna Pletniova, head of the Uman territorial community, and the managing director is Pavlo Yarmii, chairman of the board of the RDA TATC. This makes it possible to build project activities with the support of donors in a single holistic way for the development of the central regions of Ukraine. In 2024, communities of Odesa and Mykolaiiv regions were added to this development with the support of ITC. This step was also logical because the RDA TATC was engaged in the development of communities in Kherson and partially Mykolaiv regions until February 2022, so it has a good understanding of the potential of the tourism, logistics, and agricultural (including agricultural processing) sectors of the economy.

To formalize agreements on joint development of territories and partnership in economic development, bilateral and multilateral memorandum of cooperation were signed:

  • Memorandum between the NGO “ Agency of Regional Development of the Tavrian Association of Territorial Communities”, 21 territorial communities of Vinnytsia and Cherkasy regions and the RDAs of Vinnytsia and Cherkasy regions.
  • Bilateral memorandums: with the State Agency for Tourism Development, Vadym Hetman University, Vinnytsia Agrarian University, Kyiv University of Food Technologies, and Uman Pedagogical University.
  • Bilateral memorandums with 5 Moldovan and 1 Romanian partners.
  • Bilateral memorandums with Kherson, Mykolaiv, Odesa, and Volyn regional administrations.
  • On October 18, 2024, the 22nd community joined the cluster – Kunka community in Vinnytsia region.
  • Memorandum with the International Agritourism Cluster “Dniester” signed
  • The last major international document is a joint memorandum between three countries of Ukraine (NGO “RDA TATC”, Local Association of Local Governments “Cluster ‘In the ways of the Trypillian Foremother’, Vinnytsia Region RDA, Ukrainian Federation of Tourism Development, Vadym Hetman Kyiv National Economic University), Department of International Cooperation and Regional Development of Vinnytsia Regional Administration, International Agritourism Cluster “Dniester”), Republic of Moldova (Moldovan Fashion Cluster “Sorintex”, Local Action Group Association “Colinele Dniester”, Local Action Group Association “Calea Dropiei”, Center for Management and Reforms of Public and Private Enterprises (GRAPP Moldova Center)) and Romania (BioNEst Cluster).
